Much of earthquake-ravaged Japan has been left to rot in a post-apocalyptic civilization, resulting in an abundance of vegetation. Governments control a large portion of the world's emissions, creating a major class difference and economic inequity. The Japanese government builds "Project Atlas," a utopian metropolis that would replace Tokyo but can only accommodate a limited number of people. As a result of this constraint, some individuals will be forced to dwell in the jungles outside of the city as refugees.
